On mandatory labeling of various goods

It's no secret that now there is an active discussion of the government order dated April 28,
2017, number 792-r for mandatory labeling of various goods, and this will affect our
fashion industry primarily because shoes are from July 1, 2019, and the top clothing
(jackets, coats, windbreakers, etc.), leather clothing, women's blouses, bed linen from
December 1, 2019, have to be sold marked.
We will miss the moment of a hot struggle at the very top for creating DPC (data
processing center) for marking, it is planned to spend 200 BILLION rubles on it. Now it is
planned to produce marking using double QR-coding, the cost of a digital tag is planned at
a rate of 50 kopecks, if the manufacturer of clothes and bed linen is to receive it
electronically in the data center, make it physically and sew it into the product at its place
of manufacture.

There are a couple of questions. The first is what will happen to our microbusiness when it
is necessary to produce 10 coats per month?

And the second. This way of marking solves only fiscal problems, first of all, accounting for
the number of products for tax purposes. The proposed system has a very limited
digitalization tools, it does not allow to obtain information on logistics and sales areas about
the fate of the product.

A more expensive RFID technology has this opportunity, this technology can solve fiscal
problems, and many more. But large Russian manufacturers do not want to take an example from
global manufacturers who are already actively using it, do not see the benefits of RFID, but they
are obvious. And if the cost of QR-marking practically are not paid off, then RFID can make a
profit by saving money on the account of the goods, reducing losses from theft and the "human
factor", due to the opportunity to see all your goods "in the moment".
